10% quota for poor: persons owning assets not to benefit

Panaji: Those persons whose family owns or possesses any
assets such as five acres and above of agricultural land, residential flat of
1,000 square feet and above, residential plot of 100 square yards and above in
notified municipalities and residential plot of 200 square yards and above in
areas other than the notified municipalities will not be eligible to avail the
benefit of 10 per cent reservation in general category, irrespective of the annual
family income.

The salient features of the office memorandum issued by
the department of personnel and training of the central government on January
19, 2019, states that persons who are not covered under the existing scheme of
reservations for the SC, ST and socially and economically backward classes and
whose family has gross annual income below Rs 8 lakh are to be identified as
economically weaker sections for the benefit of

the reservation.

However, it says that persons whose family owns or possesses
any assets such as 5 acres of agricultural land and above, residential flat of
1,000 sq ft and above, residential plot of 100 square yards and above in
notified municipalities and residential plot of 200 square yards and above in
areas other than the notified municipalities shall be excluded from being
identified as economically weaker sections, irrespective of the family income.

The state government has authorised mamlatdar/ executive
magistrate to issue the ‘Income cum Asset Certificate’ to the economically
weaker sections for the purpose of availing benefits under reservation in the
general category.

The Goa cabinet on Monday approved ten per cent
reservation for the economically weaker sections of the general category in
education and government jobs as per amendment carried out to sub-section (2)
of Section 1 of the Constitution Act by the central government.

According to the cabinet note, the office memorandum
issued by the department of personnel and training of the central government
notified that 10 per cent reservation to economically weaker sections in
government jobs and services would be effective in respect to direct recruitment
vacancies notified on or after February 1, 2019.

As on date, vertical reservation percentage in Goa is 2
per cent for Scheduled Castes, 12 per cent for Scheduled Tribes, 27 per cent
for Other Backward Class and horizontal reservation is 4 per cent for persons
with disabilities, 2 per cent for ex-serviceman and 3 per cent for children of
freedom fighters which overall comes to 50 per cent reservation.
