7th time in 4 months tender for bio-toilets is floated

A more than four-month-old tender of the Goa Waste Management Corporation to procure bio-toilets would be further delayed as new changes have been brought in the tender document for bidders with new dates fixed for receiving new proposals.
This is the seventh time in four months that the Goa Waste Management Corporation has extended the time for online submission of documents as well as fixed new date for opening the technical bid for the tender expected to be worth over Rs 280 crore for supplying and maintaining 60,000 bio-toilets to identified households.
It is unlikely that Goa will become the country’s first state to procure bio-toilets for identified individual houses without toilets as the corporation has further extended the dates for submission and opening of technical bids till February 1.
The RCC composite panel module bio-toilets of two meter height with panel thickness of 25mm also comprise of DRDO certified 7000 liters bio digester tank which altogether costs in the range between Rs 35,000 and Rs 40,000.
The process to procure these bio-toilets was started by the corporation since September last year but not much progress has been made in the tender.
Earlier it was expected to complete the bidder selection process by mid September last year so as to begin with the installation of bio-toilets from the month of November, but the corporation came out with a new corrigendum changing the date of online filing and submission of tender documents till November 29 and also fixed a new date for opening the technical bid of November 30.
Surprisingly, it was then changed again to January 1, 2019 for online submission of duly filed tender documents and made January 2 as opening day of technical bid.
Ironically, the corporation on Monday came out with new dates for online submission and opening of technical bid but this was for the seventh time. It has now fixed January 30 as the last date for submission of tender documents and opening day of technical bid is fixed at February 1.
The necessary amendments in the tender document were based on inputs received from the bidders during a pre-bid meet to supply 60,000 bio-toilets to identified households.
