MARGAO: The much needed multi-storey parking project, proposed by the Margao municipal council with an aim to decongest the town is yet to see the light of day even though the foundation stone was laid in September 2015 and the tender was awarded to the contractor in June 2017.
The reasons for the delay cited by MMC Chairperson Dr Babita Prabhudesai are due to the change in Goa Schedules of Rates (GSR) and later to the application of GST. Reliable sources in the municipality have blamed the elected representatives for not taking the project forward. Sources also informed that the council politics also had its share to delay the Rs 6.5 crore project.
Chairperson Prabhudesai said, “This is the second time the file is sent to the PWD for calculating the GST on the items listed in the project. The PWD had earlier cleared the GST on certain items, but has not included the plumbing works. The file has thus kept moving from one department to another over the last six months”.
She further stated that ever since the tender was floated and the contractor was selected, the ghost of GST has been haunting them. “We visited the Chief Minister’s office several times to get clarity on the GST issue, but all in vain. The PWD takes its own time to calculate the GST on the tendered works. We expect that in the next 15 days, the PWD would clear the project so that the contractor could begin the work”.
The multi-level pay parking will have 4,881 sqm of built-up area comprising a basement, ground floor and five floors. The last floor will have a maintenance unit which will be set up by the civic body. Hundreds of two wheelers and four wheelers can be accommodated in the project. The MMC has resolved to make use of the golden jubilee funds of Rs 3 crore and the remaining amount will be adjusted with government grants.
