Poll panel asks parties to adhere to model code

The State Election Commission on Wednesday held a meeting
with representatives of the political parties over the March 22 Zilla Panchayat
elections.

The poll panel explained the political parties about the
entire election process and urged them to in letter and spirit adhere to
the model code of conduct that came into force with the announcement of the
elections.

“We explained to them
the whole election process including the arrangements made by us, appointment
of observers and in detail we discussed the model code of conduct. We sought
their assistance and co-operation in holding the polls in free, fair and
peaceful manner,” said State Election Commissioner R K Srivastava said speaking
to ‘The Navhind Times’.

Out of the nine registered and recognised political
parties, only representatives of four political parties turned up for the
meeting which included Congress party, Bharatiya Janata Party, Nationalist
Congress Party and Maharashtrawadi Gomantak Party.

Srivastava informed
that the representatives of the political parties sought copies of the
electoral roll of all 50 ZP segments and they were assured by the Commission
that the copies will be provided to them either by Wednesday evening or by
Thursday afternoon.

When asked whether the political parties raised the issue
of reservation of ZP constituencies for different categories, the Commissioner
said, “They are very well aware that the reservations of the ZP constituencies
are under the purview of the government hence the matter was not taken up by
them during the meeting.”

He informed that the clarification on filing nomination
papers and format of recording the expenses that will be incurred by the
candidates were also discussed at length adding, “All the information will be
disseminated by the Commission to the candidates through the concerned
returning officers.”

Later in the day, the Commission issued an order
appointing six general observers for North Goa and nine general observers for
South Goa.

The observers have been entrusted with the responsibility
to look into public grievance regarding violations of the code of conduct,
malpractices by the candidates and proper functioning of the returning officers
and assistant returning officers.
